With Heroku no longer having a free tier, what is the default PaaS choice for “I just want to try this out” kinds of projects? What are people using in 2023?

I like to use render.com. Easy for projects with some backends when you need a PG , Redis, Cron jobs. Relatively cheap, free tier available It let’s you define your infra in a code (

render.yaml

) similar to Heroku if you are looking to tie all services together, which is useful. DM me if you have any other questions regarding it, will be happy to help
